MET.R.IS.

MET.R.IS. aimed at strengthening the productivity and competitiveness of the economy of the County of Istria.

The main goal of the project was the construction and the equipment of a Research Centre for Metal, which will create the infrastructural basis for the research, development and application of new technologies and innovation in the County economy. The Centre shall offer services of research into, the development of new and the improvement of existing products. Its foreseen activities encompass the development of innovative ideas, testing of prototypes, researching and development of new technologies.

The project also foresees the growth of investments into new technologies, research and development, as well as raising the employment and stimulating the development of human resources and the economic development as a whole. In addition, the project aims to lay the foundations for the development of a metal industry based on high technologies. Its realization shall lessen the dependency of the metal industry on traditional products with a low value added and improve the preconditions for the creation of products with a higher value added.

Re.Cen.T.

The Re.Cen.T. project - Regional Centres for Trainings - has been approved for co-financing by the European Community under the Phare 2005 Preaccession Programme, through the official call for proposals entitled Active Employment Measures for Groups Threatened by Social Exclusion.

The overall objective of the project is to support the most vulnerable groups in the regional labour market to achieve better professional integration and thereby to promote economic and social cohesion.

The specific objective of the project is to create long term postulations in order to solve the unemployment problem through development and educational programmes designed for the employees of the local public institutions, which will enable them to implement active employment measures directed towards the most threatened unemployed groups of society in Istrian labour market.

Project target groups are the two most vulnerable groups of the unemployed persons:  youth without experience between 15 and 24 years of age and women over 40 years of age. These two groups make more than 50% of all unemployed persons in Istrian Region. According to the project plan more than 500 members of the unemployed target groups will be educated within this project.

Project activities:

  • Training sessions - Training of Trainers (ToT) - education of 15 trainers, selected among the employees of regional public institutions, which will conduct the entrepreneurship training programmes for the unemployed
  • Training sessions - Trainings for the unemployed - educations which aim at the improvement of the self employment capacities are divided into two parts:
    ‚àö¬¢¬¨√Ѭ¨¬¢ Start-up entrepreneurship trainings conducted by newly educated trainers. According to the project plan 300 of young persons under 24 and 200 women over 40 are going to attend the educations
    ‚àö¬¢¬¨√Ѭ¨¬¢ ECDL (European Computer Driving Licence) training for 20 unemployed woman over 40 years of age
  • Establishment of info points for the unemployed persons that need professional help and guidelines for self employment  
  • Organisation of the promotional event called Carrier day as a tool for matching the demand and supply side of the labour market           
  • Dissemination activities: Construction of the web site, Three press conferences, Broadcast on local TV station, Creation of the DVD promoting the activities of the project and informing the public about the trainings, Creation of the educational materials, brochures and leaflets

The partners of IDA in this project are: Istrian Region, ZUM - Association for promotion of employment and professional improvement of the youth, Entrepreneurship Centre Pula, Town Poreč, Town Rovinj. The project associates are: Croatian Employment Service, Regional office in Pula, Towns Buje, Buzet, Labin, Novigrad, Pazin, Umag, Vodnjan.

Total eligible cost of the action is EUR 88.230,10 and amount co-financed by the EC is of EUR 77.642,49, which is 88% of total eligible cost of the action.
The project duration is 12 months and its implementation started on 27 November 2007.
 

A.Svi.Loc.

The Integration among Local Development Agencies to Promote Territories and SMEs Systems in Adriatic Cross-Border Regions (AsviLoc) project will be realized through the framework of the INTERREG III A programme.

The project is aimed at stimulating development and the economic and social reconstruction of the Adriatic littoral through the strengthening of cooperation among small and medium-sized businesses. This will be realized through the promotion and integration of regional development agencies which will link and concentrate the knowledge and practices, and through a sort of "service", a basic orientational and promotional element of the system of local small and medium-sized enterprises.

The implementation of the A.Svi.Loc project is based on the existence of significant socio-economic, linguuistic, legal-judicial and infrastructural barriers between the entrepreneurial systems of the two Adriatic shores linked by the Adriatic Sea.

The leader of this project with a budget of 552.182,14 EUR is Sviluppo Marche (Italy). Its implementation start in July 2007 and its duration will be 13 months.

SLOHRA ZONET

The SLOHRA ZONET project encompasses the linking of enterprise zones in Croatia and Slovenia. The main objectives of the project are the facilitation of access to information and its dissemination in the Slovenian-Croatian cross-border region, the improvement of cooperation between the enterprise zones and the establishment of a joint development network, the improvement of preconditions for the establishment of small and medium-sized enterprises in the cross-border region, the raising of the awareness of small and medium-sized enterprises about the possibilities of cross-border business opportunities, as well as the promotion of a joint economic space and the strengthening of cross-border economic cooperation.

Specific project goals include the research into networking possibilities among the enterprise zones and other entrepreneurial support institutions; the establishment of a structure for the development of a innovative and dynamic cross-border cooperation network; a higher degree of cooperation among enterprise zones, improved quality of supporting services for small and medium-sized enterprises and the promotion of a joint economic space.

The SLOHRA ZONET project is part of the SLO-HR-RA project. The functional leader of the project is the Istrian Development Agency (IDA) Ltd., and five other Croatian and Slovenian development agencies will take part in the project implementation. The project is divided into five fundamental activities - management; information and promotion; analysis of existing enterprise zones and cooperation with entrepreneurial support institutions; linking of enterprise zones, entrepreneurial support institutions and entrepreneurs in the zone; and interactive presentation of enterprise zones. The foreseen duration of the project is 14 months.

REDECON Project

The REDECON project encompasses the development and implementation of innovative tools - the creation of a databases and a geographic information system (GIS), aimed at supporting regional development strategies and physical planning. The project will enable the border regions of Austria, Italy, Slovenia, Hungary and Croatia to manage the processes of economic and spatial development more efficiently.

The REDECON project will be carried out within the framework of the INTERREG III B CADSES Neighbourhood Programme, aiming to facilitate the strengthening of cooperation among and the integration of the partner regions, as well as the transfer of knowledge and know-how in the field of physical planning. The project is lead by Unioncamere Veneto, and IDA participates in the project as partner.

CoRIn Project

The CoRIn (Coordinating Regional Primary Sector Policies for Boosting Innovation) project focuses on the analysis and the advancement of regional policies in the primary sector, with an aim of stimulating investment into research and innovation.

The final goal of the project is the improvement of regional policies and management processes, with an objective of raising the efficiency of interventions and investments in technology research and development through systematic evaluation, transfer of knowledge and improvement of coordination between the partner regions.

Partners in the project are EURIS, the Regions of Friuli-Venezia Giulia, Veneto and Emilia-Romagna, Izpalnitelna agencia po ribarstvo i akvakulturi (Agency for Fishery and Aquaculture), the Istrian Development Agency, the PORIN Regional Development Agency, Univerzitetni inkubator Primorske, Podjetniško poslovanje in poslovno svetovanje (the University Incubator of the Primorska Region, Entrepreneurship and Business Consulting Ltd.), and the Macedonia Research Centre.

The project duration in 18 months, and its implementation was started on 1 October 2006.

The CoRIn project is funded through the European Commission's Sixth Framework Programme for Research and Technological Development (FP6).

Project Fish.log

The main goal of the Fish.log project was the construction of two wholesale fish markets in Croatia - in Poreč and in Rijeka - and the building and reconstruction of the necessary logistic infrastructure used by small and medium-sized entrepreneurs of the fishing sector in the Counties of Istria and Primorsko-Goranska.

The partners‚àö¬¢¬¨√Ѭ¨√¥ joint convention on the establishment of the Fish.log project was signed on 1 February 2004 in Rimini, committing the partners to the fulfilment of the Contract obligations. By signing the Contract, the County of Istria adopted the obligation to prepare a Feasibility Study for the Building of Wholesale Fish Markets in of the Counties of Istria and Primorsko-Goranska, elaborate the technical project and documentation, and obtain the building permit for the construction of a wholesale fish market in Poreč. In addition, IDA‚àö¬¢¬¨√Ѭ¨√¥s activities included the organization of promotional seminars and meetings aimed at the local promotion of the project as well as the training of the future wholesale fish market‚àö¬¢¬¨√Ѭ¨√¥s staff. The Istrian Development Agency Ltd. was entrusted with the construction and equipment of the wholesale fish market in Poreč.

The project leaders are the Italian regions of Friuli-Venezia Giulia, Veneto and Emilia-Romagna. The Fish.log project is largely funded based on Italian Law 84 from 2001, which foresees the allocation of incentive funds for development projects in South-East European countries in transition.

Project Connect

The "Connect" project was closely tied to the Fish.log project. The main goal of the project was the promotion of the small and medium-sized enterprise sector development in the Adriatic coastal region, and the linking of wholesale fish markets of the Counties of Istria and Primorsko-Goranska to a European electronic network.

IDA’s activities in the Connect project included territorial and socio-economic promotion, small and medium-sized enterprise support services such as training and information (promotional leaflets, fora, meetings, workshops) and participation in the establishment of new small and medium-sized enterprise associations and organizations in the fishing industry.

The project was funded in base of the Italian Law 84 from 2001.

Pro.sme Project

The Integrated Actions for the Cross-border Promotion of Croatian SMEs and Economic Integration with Border Regions of Slovenia and Italy (PRO.SME) project aims to promote small and medium-sized entrepreneurship in the County of Istria and to create favourable conditions for the strengthening of cross-border cooperation and the attraction of foreign investment.

The project focuses on the operation of enterprise incubators as a means of supporting start-up entrepreneurial undertakings, which includes all collateral services offered to start-up entrepreneurs (financial support, training, consulting, etc.), on the development of new credit schemes and bringing them closer to the user, small and medium-sized entrepreneurs, and on the promotion of the project results through printed media, the development of a new web page and the organization of promotional events, workshops and conferences.

The project leader is IDA, and the funds for its implementation were secured through the CARDS 2003 programme. The duration of the project is two years - from June 2005 through June 2007.

SLO-HR-RA Project

SLO-HR-RA is a project within the framework of the European Commission's INTERREG IIIA Neighbourhood Programme Slovenia-Hungary-Croatia 2004-2006. Besides the Istrian Development Agency (IDA), three Slovenian and two Croatian development agencies take part in the project aimed at the development of cross-border cooperation and the uniform development of the trilateral border areas. Project leaders are the Notranjsko-Kraška Regional Development Agency and PORIN Ltd. from Rijeka.

The priority of the SLO-HR-RA project is the human resources development of employees in economic institutions and of students the establishment of the preconditions necessary for interregional cooperation between Slovenia and Croatia.

The goals of the project are:

  • to establish a system for the education of employees of economic institutions and students,
  • to further the cooperation of economic institutions in the trilateral border areas,
  • to set up a scholarship scheme.

Within the framework of the project three workgroups were formed, focusing on the creation of joint Croatian-Slovenian projects relevant for the development of all included counties and regions. The workgroups are made up of representatives of assistance and development institutions from Croatia and Slovenia. Their fields of operation include economic development, tourism, human resources development, environmental protection, culture and development of infrastructure in the border areas. The Croatian-Slovenian economic cooperation will be strengthened through the workgroup activities.

Expected results of the project are:

  • the establishment of an organizational structure for joint project planning and preparation,
  • trained staff for the preparation of joint projects,
  • project proposals prepared for the application to European funds,
  • prepared proposals for the establishment of scholarship schemes in the Counties of Istria, Primorsko-Goranska, and Karlovačka as well as in the Obalno-Kraška region.

The project is co-funded by the European Union. The project results will be publicly presented in November 2006.

GO NETWORK Project

The "GO NETWORK" project, lead by the Italian region of Veneto, brought together guarantee organizations from the CADSES region, aiming to establish a network of guarantee organizations. The project was set up with the goal of improving companies' access to financial and banking services, as well as devising innovative financial instruments supporting small and medium-sized enterprises (SME). The GO NETWORK was focused on Credit Guarantee Organizations (CGO) and/or institutions which offered SMEs easier access to credits.

During 2005, the Istrian Development Agency (IDA) Ltd. found project partners for the establishment of a pilot project of a new guarantee scheme in Istria, thus securing a packet worth 300,000,00 euros.

The implementation of the project started in April 2004, and was completed in September 2006 with a closing conference in Venice. The total project budget was 2,235,200.00 EUR, and the Istrian Development Agency participated in the project "in kind".

I-log Project

The I-log project was promoted by the Italian region of Marche within the Interreg III-B / CADSES programme 2000-2006. The project aimed to rationalize the logistics and transportation in industrial clusters through integrating ICT solutions into the transportation services.

Logistics is one of the principal factors of economic development and industrial growth on today’s global market. It is a strategic instrument guaranteeing positive development of every segment of industry. The main goal of the I-Log project was the development of innovative transportation and logistics services, which will lend support to the sector of small and medium-sized entrepreneurship (SME), at the same time respecting the environment.

Implementation of the European Charter for Small and Medium-sized Enterprises in the Republic of Croatia Project

The Implementation of the European Charter for Small and Medium-sized Enterprises in the Republic of Croatia project was conducted in the County of Istria starting in February 2005. The Istrian Development Agency (IDA) Ltd. was entrusted with the operational implementation of the project.

The project was promoted by the Friuli-Venezia Giulia region, and its implementation was entrusted to Informest through cooperation with the Veneto region and Unioncamere Veneto. The Croatian partners in the project were the Counties of Istria, Dubrovačko-Neretvanska and Primorsko-Goranska. The project was financed in accordance with Italian Law 84/01.

In the first phase of the project an analysis of the current situation in the sector of small and medium-sized entrepreneurship was undertaken, a meeting of institutions relevant for the small and medium-sized entrepreneurship was held, a leaflet of the project for the County of Istria was published, a survey of small and medium-sized enterprises was conducted, and several seminars as well as a small and medium-sized enterprises week were held.

In the second phase of the project, started in June 2005., three workgroups were formed:

  • "Database", aiming to define a model for the creation of a unique database for small and medium-sized enterprises (companies and trades) for the County of Istria. Members of the workgroup were representatives of the Croatian Chamber of Economy, the Croatian Chamber of Trade and Crafts, the County Department for Economy and the Istrian Development Agency.
  • "Europlanning", workgroup organized by VINE Veneto. Six-day seminars were held with a total of some 20 participants from cities, municipalities, agencies, county departments and tourist boards, focusing on topics such as writing projects, applications, management of projects and project cycles, writing of project summaries, filling-in project forms, budget claculation, etc.
  • The "Istrian Malvasia" workgroup was formed with the aim of defining a marketing strategy for the presentation and the positioning of the IQ quality trade mark for the Istrian Malvasia wine. Members of the workgroup were wine producers, the Vinistra Association, the Rural Development Agency, the County of Istria Administrative Department for Tourism, and the Istrian Development Agency.
