The project Regional Centres for Trainings - Re.Cen.T. - was approved for co-financing by the European Community under the Phare 2005 Preaccession Programme - Active Employment Measures for Groups Threatened by Social Exclusion.

The overall objective of the project was to support the most vulnerable groups in the regional labour market to achieve better professional integration and thereby to promote economic and social cohesion.

The specific objective of the project was to create long term postulations in order to solve the unemployment problem through development and educational programmes designed for the employees of the local public institutions, which would enable them to implement active employment measures directed towards the most threatened unemployed groups of society on the Istrian labour market.

The project target groups were the two most vulnerable groups of the unemployed: youths without experience between 15 and 24 years of age and women over 40 years of age. According to the project plan a total of 520 unemployed were planned to undergo trainings organized within the project.

Project activities:

  • Training of Trainers - training of 15 trainers, selected among the employees of regional public institutions, to conduct entrepreneurship training programmes for the unemployed
  • Training sessions for the unemployed divided into two parts:
  • o Start-up self-employment trainings - target group - 300 persons under 24 years of age and 200 women over 40 years of age
  • o ECDL (European Computer Driving Licence) training for 20 unemployed women over 40 years of age
  • Establishing of info points for the unemployed that need professional help and guidelines for employment or self employment (starting up an entrepreneurial activity) in every city of the region
  • Organisation of the promotional event entitled Carrier day as a tool for matching the demand and supply side of the labour market
  • Dissemination activities: TV shows, press conferences, leaflets, brochures, material promoting the activities of the project, DVD with a film that records all the activities carried out and experiences of the participants
  • Designing of the project web page

The partners of IDA in this project were: the Region of Istria, ZUM - Association for promotion of employment and professional improvement of youths, Entrepreneurship Centre Pula, City of Poreč and City of Rovinj. The project partners were: Croatian Employment Service, Regional office in Pula, the Cities of Buje, Buzet, Labin, Novigrad, Pazin, Umag, and Vodnjan. The total eligible cost of the action was 88.230,10 € and the amount co-financed by the EC was 77.642,49 €, which was 88% of the total eligible cost of the action.

The project duration was 12 months and its implementation started on 27 November 2007.
