The County Development Strategy is the basic planning document for the sustainable socio-economic development of each county and a key document of the regional development policy in which, in accordance with the provisions of the Regional Development Act of the Republic of Croatia, defines the strategic goals and priorities of development of the Istria County. The strategy aims to build partnerships and consensus of all relevant national, regional and local stakeholders on the developmental needs of the county.

The top current strategic document for the development of the Istria County was adopted on March 26, 2018 by the County Assembly, in co-ordination with IDA.

The four basic objectives of the strategy by the year 2020 are:

  • increase economic competitiveness;
  • human resource development and high quality of life;
  • strengthening infrastructure, environmental protection and sustainable space management and resources;
  • development, preservation and promotion of Istrian identity.
